

Sintra Hoffman
President and Chief Executive Officer
Sintra Hoffman is the President and Chief Executive Officer of WESTMARC, representing the West Valley of Metro Phoenix where she has the pleasure of working with 15 communities, over 3,000 square miles and home to 1.9 million residents. With 25 years of experience in federal, state, local and non-profit leadership, Sintra is a natural convener, bringing key stakeholders together to advance the region's economic vitality and improve the quality of life for her community. She previously served as Assistant Division Director for the Arizona Department of Transportation (ADOT) leading the Office of Public Affairs to build and sustain relationships in Arizona's cities, towns, counties, tribes and business community and support infrastructure investments statewide. Prior to her time at ADOT, she spent 10 years with the City of Surprise, serving as the Director of Intergovernmental Relations and Deputy City Manager where she focused on policy development and economic sustainability for the community.
Sintra serves on several boards to focus on improving the quality of life and economic vitality in the West Valley and statewide.

Sintra was recognized by the Phoenix Business Journal as a Most Admired Leader in 2023 and one of 25 Outstanding Women in Business in 2022. Previously Arizona Business Magazine recognized her as one of the Most Influential Women in 2016. In 2019 she was recognized by Estrella Mountain Community College as their Education Hero and also received BMO Bank’s Women Who Lead award.
She holds a Bachelor’s degree in Business Administration and Master’s of Administration in Public Administration.
She spends her leisure time traveling the globe, hiking, staying active and of course, networking and building new relationships!

Kimberly Jordan
Executive Vice President, WESTMARC
Leadership West Alumni, Class XXII
Kimberly Jordan serves as Executive Vice President at WESTMARC, where she is dedicated to advancing the strategic development, growth, and long-term success of the West Valley region. Her passion for workforce and economic development drives her leadership in creating impactful strategies, initiatives, and measurable outcomes.
She is a graduate of the Talent Pipeline Management Academy (TPM), a program offered by the Greater Phoenix Chamber of Commerce in partnership with the U.S. Chamber Foundation, which equips leaders with nationally recognized tools and resources for workforce development.
Kimberly brings 27 years of experience in the healthcare industry, specializing in rehabilitative services including mental and behavioral health and physical rehabilitation. Her career also includes leadership roles in higher education—serving as Director of Admissions, Assistant Dean of Students, and Campus Director—which ultimately shaped her transition into workforce and economic development.
In her current role, Kimberly oversees the strategic alignment of WESTMARC and the WESTMARC Workforce Foundation, ensuring both arms of the organization work collaboratively to fulfill its mission and vision. She manages annual programming, seven Issue Committees (Public Affairs, Economic Development, Education & Workforce Development, Healthcare, Infrastructure, Marketing, and Quality of Life), and leads human resources functions including onboarding, training development, performance management, and team support. Additionally, she serves as Project Manager for the Greater Maricopa Foreign Trade Zone (GMFTZ #277).

Emily Striffler
Director of Finance & Operations
Emily Striffler is the WESTMARC Director of Finance & Operations. With an extensive background in finance, nonprofit organizations, board development and grants administration, she is dedicated to promotion of the West Valley, a region that has become home to this third generation Arizona native and Leadership West Class XXVII Alumna.
A detail person, Emily was a Contract and Grants Officer at ASU, a “Jill-of-All trades” for ONE – The Organization for Nonprofit Executives, as well as serving as church Treasurer and Board member. Emily holds a Bachelor’s degree in Accounting and Finance from the University of Arizona, but she is the lone Wildcat in a house of Sun Devils.

Kevin Dumcum
Director of Regional Workforce Development
Kevin Dumcum has been the Director for Regional Workforce Development for WESTMARC since June 2022. Prior to that, he spent seven years as a Business Services Representative and Business Services Team Supervisor for Maricopa County Human Services Department / ARIZONA@WORK Maricopa County. Kevin has given numerous presentations on workforce development services, labor market information, and job search employability tips to government and private boards, service groups, and job seekers. In addition to stints at a couple of local-area non-profit organizations, Kevin had a long career as an account executive and data analyst for a global market research company.
Kevin is a graduate of the University of Minnesota and looks forward to the day when they finally reach the Rose Bowl. He enjoys running, hiking, watching really bad movies, attending to his massive comic book collection, and is an avid Elvis Presley fan.

Ashley Morales
Marketing and Special Events Manager
Ashley Morales is the Marketing and Special Events Manager at WESTMARC, where she leads the organization’s marketing efforts and oversees the planning and execution of its signature events and community engagement series. Drawing on her extensive experience in both marketing and event management, Ashley plays a key role in supporting WESTMARC’s mission to bring leaders and stakeholders together in support of the region’s continued growth and success.
With more than a decade of experience across the theatre exhibition and construction industries, Ashley brings a strategic, guest‑focused approach to everything she does. Her background includes developing marketing campaigns, managing brand messaging, and producing community and client events designed to foster engagement, collaboration, and long‑term impact.
In her role, Ashley leverages marketing and events as tools to create meaningful community connections, elevate regional priorities, strengthen stakeholder engagement, and support economic vitality throughout the West Valley. Her passion for delivering high‑quality experiences and unified messaging ensures that WESTMARC’s efforts are both impactful and aligned with the needs and interests of the communities it serves.
Outside of work, Ashley can often be found out on a walk with her husband and their dog, Lola, as well as spending time with friends and family. She enjoys going to the movies, hosting game nights, exploring her appreciation for tabletop storytelling and strategy games, and getting lost in a good book.

Katie Ebertz
Digital Marketing and Graphic Design Specialist
Katie Ebertz is the Digital Marketing Specialist and Graphic Designer at WESTMARC, promoting the various events and goings-on at the company while championing the brand as a whole. She expertly manages the WESTMARC digital footprint—from web content strategy to social media growth—and oversees the visual identity and execution of all 10 of WESTMARC's signature events as well several community-focused series that drive crucial conversations and economic development across the West Valley.
With over 12 years experience in design including previous public works in the utilities and educational spaces, her unique background allows her to translate technical data and public initiatives into compelling visual stories that resonate with stakeholders and constituents alike. Dedicated to the growth of Arizona’s West Valley, she leverages her design expertise to ensure the region’s interests are not only heard but seen through polished, professional, and effective multi-channel communications.

Emily Orta luna
Office Coordinator
Emily Orta Luna serves as the Office Coordinator at WESTMARC, where she supports organizational operations, stakeholder engagement, and regional events that bring together leaders from across the West Valley. She works closely with the President & CEO and the WESTMARC team to coordinate event logistics, maintain member records, and assist with administrative and member services that help advance the organization’s mission of driving economic vitality in the region.
Emily earned her Bachelor’s degree in Business (Communication) and her Master’s degree in Communication from Arizona State University. Her academic background and interest in regional collaboration continue to guide her work supporting initiatives that strengthen partnerships and promote growth across the West Valley.

Ben Williams
Economic Recovery Corps Fellow
Ben Williams serves as the Economic Recovery Corps Fellow hosted by WESTMARC, where his expertise in convening, regional collaboration, and innovation help increase resilience, preparedness, and economic strength for businesses and partners across the West Valley. In this role, Ben is advancing initiatives that foster economic growth through digital transformation in one of the fastest-growing regions in the country.
Ben also serves as the Government Relations Manager for The Connective, Greater Phoenix’s smart region consortium. At The Connective, he is a convener and coalition-builder, bringing partners together in scalable smart city solutions that bridge public, private, and academic sectors. Notable initiatives include the regional broadband task force, annual CONNECTED conference, and ongoing workshops on emerging technologies to support local governments in understanding and implementing modern tools.
Prior to joining WESTMARC and The Connective, Ben earned a Master of Public Administration from Arizona State University and was honored to participate in the Marvin Andrews Fellowship in Urban Management. His early career included strategic roles with the cities of Tempe and El Mirage, the Valley Benchmark Communities, and the Alliance for Innovation.
Ben is committed to fostering community connections, and does this in his own community through storytelling, as the host of the “Come, Unity” podcast. This platform highlights the unique experiences of local residents, aiming to bridge divides, cultivate curiosity, and deepen understanding through honest conversations and sharing stories. Ben is thrilled to bring this same energy and creativity to serve the beautiful, rich, and economically vibrant West Valley communities.
