Moderator Cameron Robb is a Senior Economic Development Consultant with Arizona Public Service (APS), where she supports business expansion and relocation efforts across Arizona by providing site‑specific electric infrastructure analysis and customized solutions for prospective projects. With more than a decade of experience in workforce and economic development, she previously served in senior business development roles at the Greater Phoenix Economic Council and brings a strong background in higher education and talent development. Cameron is actively involved in Arizona’s economic development community, serving as Co‑Chair of WESTMARC’s Economic Development Committee and in leadership roles with regional and national industry organizations.

Vice Mayor Clay Goodman, PhD represents District 6 on the Buckeye City Council. Appointed to the council in 2020 and elected in 2022, he has been selected by his colleagues to serve as Vice Mayor in 2024 and 2026.
Dr. Goodman retired from Arizona Public Service, where he served as Training Manager for the Non‑Nuclear Generation Fleet, overseeing leadership and technical training across six power plants in Arizona and New Mexico. Prior to APS, he spent 25 years at Estrella Mountain Community College, holding multiple vice president roles and helping lead development of the Buckeye Education Center and West‑MEC Southwest Campus.
An Arizona native and Buckeye resident since 2012, Vice Mayor Goodman serves as a council liaison to WESTMARC and other regional organizations and sits on the White Tank Mountain Conservancy Board.

Vice Mayor Ray Malnar was first elected to the Glendale City Council in 2015 and represents the Sahuaro District. He currently serves, or has served, on numerous boards and committees, including the Risk Management and Workers’ Compensation Trust Fund Board, Code Review Committee, Council Business Review Committee, Audit Committee, MAG Economic Development Committee, Government Services Committee, WESTMARC Executive Board, WESTMARC Quality of Life Committee, the Arizona League of Cities and Towns Policy Committee, and the West-MEC School District Board.
Ray is married and has five children and nine grandchildren. He owned and operated a flooring contracting business from 1995 to 2022 and previously worked for UPS as an accounting and IT manager. He holds a BS in Finance, a BA in Speech Communication, and an MBA from the University of Utah.

Councilmember Max White was elected to the Avondale City Council in 2022, with her four-year term beginning in January 2023. A longtime Avondale resident since 2008, she brings more than two decades of experience in banking, human resources, and public service. Max White holds a bachelor’s degree in Business and Public Policy from Ohio University, an MBA in International Business from John Carroll University, and is a SHRM Senior Certified Professional.
After retiring in 2020 from Bank of America as an Employee Relations Consultant, she became a registered yoga teacher and wellness advocate. Councilmember White currently serves as Chair of the City of Avondale Audit Committee and represents the city on several regional and national transportation and policy boards, including Valley Metro, MAG, and the National League of Cities. She is an active community leader, longtime member of Delta Sigma Theta Sorority, Inc., and a graduate of the Avondale Citizens Leadership Academy. She and her husband are proud parents of three children.
